These three values are extrapolated, not tabulated. ASME B18.2.8 does not list this size directly. The figures follow the step pattern of the sizes either side of it exactly (+1/32, +1/16, +7/64 on the nominal diameter), which is consistent across every neighbouring row — but if this is a controlled drawing, check the standard itself.
A clearance hole is not a locating feature. A bolt in a normal-fit hole can shift by the full clearance before the shank touches anything. If the joint has to hold position under load, the friction from correct preload does that job — or you add dowel pins. Relying on bolt shank contact means the joint has already slipped.
